The Organizational Development Specialist (ODS) should have the following qualifications:

i) An MBA related to organizational development or human resource development or a postgraduate degree in Industrial Engineering with at least 15 years related work experience in developing corporate structures for commercial entities;
ii) He/She shall have substantial working knowledge in establishing similar organizations and high profile corporate entities with some traceable references;
iii) Substantial International experience and exposure, including similar work in developing countries;
iv) Excellent oral and written communications skills in English; Sound interpersonal skills and ability to work in a team environment

RECRUITMENT OF AN ORGANIZATIONAL DEVELOPMENT SPECIALIST


1. BACKGROUND

1.1 General

The Ministry of Infrastructure in Rwanda covers 5 sub-sectors: Transport, Energy, Habitat and Urbanism, Water & Sanitation and Meteorology. Currently, all development programmes and related project activities in the respective sub-sectors are executed by the Ministry under the supervision of sub-sector coordinators who are supported by professional in each respective field. Under the recent Public Sector Reforms, the establishment of implementing agencies has been approved by cabinet and subsequently the Ministry intends to set up a Transport Development Agency (TDA) which shall be charged with the responsibility of implementing the transport development projects and management of the transport infrastructure in the country.

2. General Duties

The Organizational Development Specialist (ODS) will be tasked with the responsibility of:
(i) Developing an appropriate organizational structure;
(ii) Undertaking a Job Evaluation and Grading study;
(iii) Undertaking a Salary Structure Survey;
(iv) Establishment and recommendation of an appropriate Performance Management System.

The ODS shall further guide the actual implementation of the TDA from the inception stage to completion and possibly operational phase.

2.1 Specific Tasks

Specifically the Organizational Development Specialist (ODS) shall, inter alia, undertake the following duties:

i) Develop a business plan to establish the Transport Development Agency for Rwanda;
ii) Propose and establish an Organizational Structure;
iii) Undertake Human Resource Planning for the Organization;
iv) Carry out a Job Analysis;
v) Undertake a Job Evaluation and Grading;
vi) Document a Recruitment Policy;
vii) Establish staff Selection Criteria;
viii) Establish conditions of services after undertaking a remuneration survey;
ix) Recommend Staff Development Programme;
x) Recommend best practices in good corporate governance;
xi) Recommend and establish a Performance Management System;
xii) Any other related duty assigned to him/her by the Ministry;

2.2 Required Qualifications and Experience

The Organizational Development Specialist (ODS) should have the following qualifications:

3. REMUNERATION AND DURATION OF THE CONTRACT

Remuneration shall be negotiated details of which will be stipulated in the contract of engagement between the Ministry and the Specialist. The period of contract will be six (6) calendar months with the possibility of extension upon satisfactory completion of the contract.
