TRANSACTION ADVICE AND CAPACITY BUILDING PROJECT

REQUEST FOR EXPRESSIONS OF INTEREST

1. Introduction

The Government of Rwanda (GoR) represented by the Ministry of Infrastructure (MININFRA) has received funding from the Investment Climate Facility for Africa Trust (ICF) for the implementation of support to the Energy and Power Sector in Rwanda in order to reduce the barriers to investment and economic growth. A transaction advice and capacity building project has been developed by MININFRA in cooperation with ICF, to address shortfalls in expertise in the Energy Sector in Rwanda, not only in the Ministry itself but also in the utility regulating agency (RURA) as well as the power utility, Rwanda Electricity Corporation (RECO).

Ministry of Infrastructure intends to apply part of the proceeds to the procurement of consultant services and now invites Expression of Interest (EOIs) from eligible persons to provide services as:

Geothermal Expert

Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, appropriate skills, etc.).

2 Scope of Assignment
Activities:

A. - Geological update and reconnaissance study at least three (3) different sites that will include:

(i) Conducting hydro geological studies of the sites to determine precipitation, evapo-transpiration, discharge, permeability, and groundwater flow.
(ii) Conducting geological/geochemical studies to determine tectonic and volcano-logical framework, geo-thermometry, genesis of fluids and environmental impact of fluids.

B. - Pre-feasibility study on selected sites

(i) Geophysical studies, measurement and interpretation (e.g. VES, TEM, MT);
(ii) Temperature distribution map from existing well hole data;
(iii) Risk assessment of seismic activity
(iv) Analysis of results & identification of drilling points


3.0 Output (Deliverables)

1. Review and submit a report on the surface exploration work already done and which can be used to site exploration wells and recommend the work needed together with the timeline and expenditure. This may require detailed TORs for the selection of an entity either as a company or an individual to do the work.
2. Exploration Drilling: It is proposed that a Drilling Engineer be engaged

a) Develop ToR for and assist in the selection of a Drilling Engineer, and local technical staff
b) Draw a contract and supervise drilling sites and water supply system for drilling purposes
c) Draw tender documents for selection of a drilling contractor;
d) Develop specifications for owner supplied drilling materials, pipes, valves, drilling mud and chemicals, drilling diesel; and
e) Supervise the drilling contractor with the assistance of drilling supervisors.

3. Assist in the development of ToR and selection process of a local Reservoir Engineer and two technicians needed to be engaged as well to work with the expert.
4. Assist in the development of ToR and selection process of a local counterpart geologist to train under him/her.
5. Organise at the end of drilling and testing of the exploration wells, a Technical Review meeting for the experts and other stakeholders to review the results and take major decisions as to either proceed with the project or abandon it.
6. Interpretation of oil exploration data to Government
7. Assist in Negotiations with Vangold when necessary.
8. Develop appropriate training modules in geothermal resource exploitation
9. Develop appropriate training modules in Methane gas extraction
Other Outputs (Deliverables) -1:

(i) Reconnaissance study report with ranking and recommendation of one preferred site for subsequent investigation and anticipated CO2 avoidance will be estimated to better understand risk issues.

(ii) Pre-feasibility study report estimating the size and depth of heat source and geothermal reservoir at selected site.

(iii) The identification of an optimum site for further geological and geothermal investigation.

Other Outputs (deliverables) -2:

(i) Technical training and specialized courses are developed based on needs assessment.
(ii) Advice concerning key underlying agreements and contracts, (Concession agreements, fees and permits, etc)
(iii) Marketing strategy developed and possible attraction of investment through CDM

4.0 Qualifications and Experience

• Advanced degree at least at the master’s level in the Geo-Sciences

• Geothermal expert specialized in oil and geothermal reservoir engineering, mathematical modelling of geothermal reservoirs and application of decision analysis to geothermal projects.

• Professional experience in resource evaluation, definition and optimization of exploitation strategy, techno-economic feasibility studies of geothermal projects.

• Experience in the legal, regulatory and institutional framework for geothermal energy and oil issues.

Consultants will be selected in accordance with the procedures set out in the current edition of the ICF Procurement Guidelines: Selection and Employment of Consultants -2007.

5.0 Duration of Assignment

The assignment is for twenty-four (24) months.
