READVERTISEMENT OF REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTANCY SERVICES TO TRAIN SMALL SCALE MINERS IN ORE PROCESSING, DRILLING, BLASTING AND SAFETY IN MINING WORKS AT RUTONGO CONCESSION
1. BACKGROUND
Rwanda Development Board (RDB) is a government institution established by Law Nº 53/08 of 2nd September 2008, with specific purpose of fast tracking the economic development of the country by among others fostering the creation and growth of enterprises and increase revenues through export development.
Mining sector is one of the six priority clusters with an enormous potential in Rwanda especially in the context of product diversification to improve the volume of exports. It is believed that markets, locally, regionally, and overseas are available yet products for export are still limited. The current sub-standard skills in the entire mineral processing value chain need improvement in order to conform to the international markets standards. This training program will prepare local miners with skills in production, processing and marketing.
Therefore, Rwanda Development Board (RDB) calls upon interested consultants to submit their proposals.
2. OBJECTIVE
RDB is looking for an Individual Consultant to design mineral processing training modules on the above mentioned programs and to train miners in those techniques using the designed modules.
3. SCOPE OF THE ASSIGNMENT
The consultant will design mineral processing program, develop a training manual and conduct a two weeks training session for 35 local miners (processors). The training should focus on ores processing, blasting, drilling, safety and health in mining works, and other related programs.
The methodology of the training will be both theoretical and practical demonstration at the mining sites. The training will take place in the RUTONGO Concession for a specific period of time of 2 weeks as indicated in the program attached
4. CONSULTANCY OUTPUT
The consultancy will produce a training manual developed and a training session conducted for 35 local miners in modern mining techniques.
5. CHARACTERISTICS OF THE CONSULTANCY
Type of consultancy: Individual Consultancy
6. DURATION OF CONSULTANCY
The duration of this assignment is fixed at (2) weeks from time of signing of contract by both parties.
7. REPORTING REQUIREMENTS
The consultant must provide the following:
 For stage one of developing a training manual
• Inception report within 5 working days to RDB
• Draft report: 3 hard copies of the developed training manual in Kinyarwanda together with an electronic copy to be submitted within 10 days after commencement.
• Final report: 3 hard copies of the developed training manual together with an electronic copy containing the full detailed report to be submitted 5 days after receiving comments from RDB.
RDB’s Enterprise and Export Promotion Department will be at the disposal of the consultant to provide needed assistance during the conduct of the study. The consultant will report to the Deputy CEO for Business operations of RDB or her designate.
RDB will provide comments and observations to the consultant before submission of the final findings. The consultant may, on request, make a short summarized Power Point Presentation of the findings to Management and/or Board of the Agency
 At the stage two of training session for 35 local miners
At the end of the training, the training report will be submitted to Rwanda Development Board in three (3) original hard copies with a soft copy containing a detailed report of the training session, 5 days after training.
8. LANGUAGE OF THE TRAINING
The training language could be English, French or Kinyarwanda, but its related report must be in English.
9. SELECTION CRITERIA
The Consultant will be selected in accordance with the experience and the qualifications as follows:
Educational and professional qualifications • A university degree in one of the Geology, Mining engineering or similar domains
General Professional experience • Minimum of 5 years of mining exploitation
• Fluent in Kinyarwanda
Specific professional experience • Knowledge in mineral and ores processing and/or demonstration training in any related field
• Advanced Knowledge in precious and semi precious stone processing

10. SUBMISSION AND SELECTION PROCEDURES
Expressions of interest must provide information as below:
A. Qualifications and experience of applicants (CVs, accreditation certificates, description of similar assignments carried out, etc);
B. A technical proposal in which the consultant gives his/her comments on the Terms of Reference, work methodology and calendar for assignment
