1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue of 7th July 2009.
2. The Government of Rwanda has applied for a credit from the International Development Association towards the cost of Electricity Access Scale-up and Sector Wide Approach Development Project (EASSDP), and it intends to apply part of the proceeds of this credit to payments under the Contract for the following lots:

 Lot 1 meters and accessories
 Lot 2 ready boards and accessories

Bidders may bid for one, several or all the above lots and all those lots are financed by World Bank.
Bids for incomplete lot(s) shall not be accepted and will be rejected.

3. Rwanda Electricity Corporation (RECO) now invites sealed bids from eligible and qualified bidders for the tender to supply of meters, ready boards and accessories.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from of Electricity Access Scale-up and Sector Wide Approach Development Project (EASSDP) and inspect the bidding documents at the address given below from 08 00 to 17 00 hours local time from Monday to Friday except public holidays.

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address of RECO, P.O.BOX.537 Kigali. Tel. 573 660, 575 476. Fax 573 802, E-mail: elgz@rwanda1.com and upon payment of a non refundable fee of Fifty Thousand Rwandan Francs (Rwf 50,000) or One Hundred Twenty Dollars (US $ 120) or an equivalent amount in a freely convertible currency deposited to the account n° 010-0588001-68 opened to the BCR (Commercial Bank of Rwanda), or on the account n° 6013646-67 opened in dollars to the BK (Bank of Kigali).
