Re: Appealing dated on 21/01/2010 related to maintain of computers,
printers, laptops and photocopiers for the National Institute of Statistics
of Rwanda for the period of one year starting from the date of its signing
by the two contracting parts.
Dear Sir,
We are pleased to inform you that based on technical evaluation report of NISR Internal Tender Committee and terms of request for proposal, you have not been selected during the technical evaluation report.
Your technical offer was put in the evaluation by the NISR Internal Tender Committee and had found that all the required administrative documents were provided, but, technically, High Tech Ltd was eliminated during ‘’ Technical Analysis’’ or ‘’Technical Evaluation’’ by the fact of not get the score required in the tender document because your company doesn’t have experience in the similar assignment requested in the Request For Proposal (RFP) after getting the trading license (Registre de Commerce copy presented dated on 10/11/2009).
Therefore, we inform you that the technical evaluation report was done according to the request for proposal No 016/S/2009/NO/MIS DEPARTMENT/NISR/BASKET FUND SUPPORT to NISR dated on 28/10/2009 published in the newspaper imvaho nshya no1935 from 02 to 04 November 2009, on 18 pages of instructions to consultants, data sheet that you submitted, and we inform you that we can’t take this in consideration of this documents brought now while appealing, you should have submitted those document on your technical proposal submitted on 07th December 2009.
We are pleased to inform that if you are not happy about the explanations, we advise you to contact the Independent Review Panel based at Rwanda Public Procurement Authority after paid a non refundable fee equivalent to fifty thousand (Rwf 50,000) Rwandan Francs according to the Ministerial order no001/08/10/MIN of 15/01/2008 establishing regulations on Public Procurement and standard bidding documents.
