INTERNATIONAL TENDER NOTICE

1. The Government of Rwanda obtained a grant of the African Development Bank to finance the cost of the Bugesera Agricultural Development Support Project (PADAB). It is envisaged that the part of the sums granted under this grant will be used to carry out the payments of hydro-agricultural installations of the valley of Rurambi (Nyabarongo downstream ± 1.000 ha) located in the District of Bugesera, Eastern Province.

2. The tender is constituted of one indivisible batch composed by:

(i) The construction of:
A Dam protection of 9 000 linear meters
A Concreted channels of 20.000 linear meters
Ground channels of 24.000 linear meters
Drains of 67.000 linear meters
Tracks of 20.000 linear meters
Works of regulation, safety and crossing
2 pumping stations

(ii) The Supply of:
6 electric pumps immersed (outputting 500 to 550 l/s for HMT 5, 90 with 3,75m) with accessories of assembly (columns cables cupboards equipment of protection and automatism batches of spare parts equipment of handling tools of maintenance… etc) and 2 transformers.

3. To participate, all the bidders are allowed coming from country answering the criteria of eligibility such as defined in the rules and procedures for the acquisition of the goods and work of the African Bank of Development (BAD).

4. Tender Documents may be obtained from the Rwanda Public Procurement Authority from 17/02/2010 upon presentation of a prepaid bank slip of a non-refundable fees of one hundred thousand Rwanda Francs (100,000 Rwf) or its equivalent in a convertible currency deposited to the account N°120.00.46 of RRA at the “Banque Nationale du Rwanda (BNR), or in the branches of Kigali City, Nyabugogo, Kacyiru and Remera.

5. An obligatory visit of the places is envisaged it 11/03/2010 and will be guided by the Representatives of Bugesera Agricultural Development Support Project (PADAB). The starting appointment is fixed at the project’s offices located in Nyamata, at 10:00 (local time) (8:00 GMT).

6. Well printed bids, properly bound and presented in four copies , one of which is the original must reach at the RPPA offices not later than 20/04/2010 at 9:00 am local time (07:00 GMT)
in French or English, addressed to the Director of RPPA, P.O.Box 4276 Kigali, Avenue de la Paix, Tel.: 0250- 2525011403, 252501404, 252501405.

7. The bids will remain valid for one hundred twenty (120) days period starting from the deadline of deposit of the bids.

8. Bids will be opened the same day at 10:00 am, local time 8:00 GMT in the presence of Bidders or their representatives. The outer envelope should clearly indicate the tender number and the title of the tender.

9. The time of completion of the works is fixed at sixteen months (16) except bad weather, as from the date of the order of service commencement.

10. The bids must be accompanied by a bank bid guarantee of two hundred Million (200,000,000 RWF) Rwanda Francs or of its exchange-value in a convertible currency.
