Title : Consultancy services for Electricity Tariff Review

1. RECO & RWASCO now solicits proposals to provide the following consulting services: Electricity Tariff Review.
More details on the services are provided in the Terms of Reference.
2. This Request for Proposal (RFP) has been addressed to all Consultants qualified in the field. A proof of that fact must be provided.
3. A Consultant will be selected under a selection method based on the technical quality (QCBS) and procedures described in this RFP, in accordance with the Law on Public Procurement.
4. The RFP includes the following documents:
Section 1 - Letter of Invitation
Section 2 - Instructions to Consultants (including Data Sheet)
Section 3 - Technical Proposal - Standard Forms
Section 4 - Financial Proposal - Standard Forms
Section 5 - Terms of Reference
Section 6 - Standard Forms of Contract

7. Well printed bids, properly bound presented in four copies one of which is the original must be submitted in sealed envelopes not later than 16/03/2010 at 9.30 am prompt local time (7.30 GMT) to address below: The Director General of RECO & RWASCO;Avenue du Lac Ihema, BP 537 Kigali ;Telephone: (250) 573 660 / 575 476 Fax: (250) 573 802 ; E-mail: Elgz@rwandatel1.rwanda1.com

Poorly presented bids will be rejected.
8. The public opening of bids will take place the same day at 10.00 hours prompt local time (8.00 GMT) in the RECO & RWASCO’s conference room.
