1. The Government of Rwanda has received a loan from the African Development Bank (ADB)/African Development Fund (ADF) towards the cost of Inland Lakes Integrated Development and Management Support Project (PAIGELAC) and intends to apply part of the funds to cover eligible payments under the Contract for Construction works and equipment of fisheries products promotion centers and other fisheries marketing and promotion infrastructures.

2. The Rwanda Public Procurement Authority, in collaboration with the Ministry of Agriculture and Animal Resources/Inland Integrated Development and Management Support project (MINAGRI/PAIGELAC) invites sealed bids for the Construction works and equipment of fisheries products promotion centers and other fisheries marketing and promotion infrastructures. The works are composed of the following nine (9) indivisible lots:

Lot 1: Construction of five landing piers in Northern Zone (Musanze and Burera
Districts);
Lot 2: Construction of six landing piers in Bugesera zone (Bugesera District);

Lot 3: Construction of four landing piers Muhazi zone (Gicumbi, Gatsibo, Kayonza
and Rwamagana Districts);

Lot 4: Construction of six landing piers in Nasho zone (Kirehe and Kayonza
Districts);

Lot 5: Construction of six landing piers in Gisaka zone (Ngoma and
Rwamagana Districts).

Lot 6:Construction of Northern Zone Regional Fish Products Centre with one
ice Plant (Musanze District) and Other construction works in Kivu Zone
(Rutsiro and Rubavu Districts)

Lot 7: Construction of Muhazi Regional Fish Products Centre with one Ice Plant
(Rwamagana District);

Lot 8: Construction of urban national fisheries promotion center with a cold room
and one ice plant (Gasabo District);

Lot 9:Drilling, test pumping and Hand pump Installation of 16 boreholes
(Musanze, Bugesera, Gatsibo, Rwamagana, Kirehe, Kayonza, Ngoma
Districts).

N.B: Bidders may submit their offers for more than one lot, and they cannot, however,
be awarded more than one contract for Lots 1, 2, 4, 5 and 8, but the rest of the
Lots (3, 6, 7& 9); one bidder is free to be awarded for more than one lot.

3. Bidding documents may be obtained at The Rwanda Public Procurement Authority (RPPA) office, P.O. Box 4276 Avenue de la Paix, Kigali Rwanda upon presentation of non-refundable fee of eighty thousand Rwandan francs (80.000 Rwf).deposited to the account N°120.00.46 of RRA, at the National Bank of Rwanda (BNR) or in the branches of Kigali city, Nyabugogo, Kacyiru and Remera. Interested bidders may obtain further information at the RPPA (address: RPPA, P.O. Box 4276 Avenue de la Paix, Kigali Rwanda).

4. A compulsory site visit will take place on different dates as scheduled below, and will be conducted by the MINAGRI/PAIIGELAC officials. A pre-bid meeting is scheduled on 25th/03/2010 at 10:00am at PAIGELAC Offices.

5. Bids shall be valid for a period of one hundred twenty (120) days after the deadline for Bid submission and must be accompanied by bid security of 7,000,000 RWF for lot 1; 6,000,000 RWF for each of lots 2,3,4,5&8, and 2,500,000 RWF for each lots 6,7&9.

6. Well typed bids, written in English or French, must be delivered in to the address bellow on or before 16th April 2010 at 9:00 a.m.

7. Bids will be opened on the same day (16th April 2010) at 10:00 a.m. in the presence of bidders or their representatives who wish to attend at Rwanda Public Procurement Authority conference room.

8. The outer envelope should clearly indicate the tender number and the title and Lot of the tender.

9. Bidding shall be conducted in accordance with the rules and procedures for procurement of works and goods of The African Development Bank.
