CONSULTANCY SERVICES FOR TARIFF WATER REVIEW

1. Introduction
In line with international targets, the Government of Rwanda has adopted water and sanitation policy to achieve the goals entailed in its Vision 2020, in compliance with the Economic Development and Poverty Reduction Strategy (EDPRS), and the Millennium Development Goals (MDG).
The Government of Rwanda decided national targets for water and sanitation aim to accelerate water and sanitation coverage from very low levels in 2005 of 41% and 8%, respectively to 66% and 43% by 2010, 85% and 65% by 2015, 100% and 100% coverage by 2020.
2. Background on Water Tariff.
Rwanda’s water policy recognizes three levels of cost recovery: Level 1 covers short term O&M costs including labor, supplies and wearing parts requirements at the horizon of one year (which would not include replacement or overhaul of electro-mechanical equipment), Level 2 covers L1 plus major repair or overhaul and replacement of electro-mechanical equipment at the horizon of say 5 years. And Level 3 covers full recovery including all O&M costs plus equipment replacement at the horizon of say 20 years through the inclusion of related depreciation charges in O&M costs.
3. Objectives of the Study
Revising the current water tariff and existing tariff structure and identify Strengths and weaknesses
4. Focused Activities
Appreciate the tariff structures and billing systems and recommend to the Government, MININFRA, RECO-RWASCO,RURA as well as investors and consumers; Assess the current and future opportunities of water tariff systems; make recommendations for water tariff structures and billing/collection systems; identify specific circumstances where operating subsidies would be; Required and how they should be set and paid in relation to the and Once Services provided; make recommendations on tariff review concerning the promotion and monitoring of recommended practices as well as regulatory mechanisms for the oversight of tariff systems and periodic tariffs review.
5. Scope of Work
Map existing tariff structure used in the urban in Rwanda. This will include an analysis of water supply systems (assets depreciation, operation cost, subsidies, investment, etc...).
6) Qualifications
B.1 Team Leader : Master degree in Management & Finance, Business Administration, Extensive experience in sector policy development and evaluation with at least 10 years working sector issues in developing countries, Experience in design and evaluation of tariff structure and billing/collection systems, Familiarity with tariff structures and billing/collection systems in use for rural water supply, Demonstrated team management and communication skills, Ability to speak and write in English and French
B.2 Socio-Economist Specialist: Master degree in Economist and/or Social Scientist with at least 8 years of relevant, Experience in water sector planning and evaluation including financial, economic and social aspects (e.g. willingness to pay survey etc.) , Good knowledge of water operations, Demonstrated analytical skills, Ability to speak and write in English and/or French
B.3 Specialist in civil Engineering, electromechanical/electrical, chemistry:
At least Master degree in civil engineering, electromechanical/electrical, chemistry: Masters’ degree in Municipal water related infrastructures with a broad experience in water operations, or a bachelor degree in civil engineering with 5 years of relevant experience in water operations, having worked for a water utility is an added advantage, Masters degree in electromechanical/electrical engineering or Bachelors degree in the above with at least 10 years working experience, Masters degree in water related chemistry or a Bachelors degree in Chemistry with at least 5 years working experience, having worked for a water utility is an added advantage, Ability to speak and write English and /or French .


7. Oversight, coordination and management
There will be a Steering Committee including representatives of MININFRA, RURA, MINECOFIN and RECO&RWASCO. They will ensure daily follow-up as needed, more specifically as the Consultant will be employed by RECO&RWASCO under supervision of Commercial Department in collaboration with Water and Financial Departments.

The opening of the proposals will take place in a public session on the same day, April 27th, 2010 at 10:00 A.M prompt local time at the conference room on 3th floor of RWASCO at the address mentioned above.
