TITLE: EXPERIENCED GEOTHERMAL EXPERTS VALIDATION WORKSHOP

1. BACKGROUND

The Government of Rwanda (GoR) is committed to developing the least cost environmentally friendly energy mix to support the EDPRS programs. The diversified mode of generation will ensure energy security at affordable prices. GoR has put in place an elaborate plan and strategy to fast track the development of geothermal energy to generate over 300 MWe by 2017 from an estimated potential of over 700 MWe. The planned 300MWe from geothermal energy will be about 30% of the planned electricity supply. The GoR master plan estimates the cost of geothermal to be less than 50 RwF/kwh (US cents 5-6/kwh). This cost will enable the country to attract heavy industries that will spur economic development to reduce poverty in Rwanda.
The Energy Sector Strategic Plan (ESSP) which covers the period 2010-2017 is targeted at increasing access to electricity for enterprises, at least 50% of the households connected, 100% of the health facilities and administration offices and 80% of the schools, reduction of costs of supply and increase energy security.
The plan to accelerate geothermal development is based on previous studies which show evidence of a viable geothermal resource in the western part of Rwanda. The GoR is committed to developing the geothermal resource and has instituted additional geoscientific studies to reduce the risk of drilling unproductive wells. To further reduce the risk, the GoR intends to have a peer review meeting to validate the results of the studies and make a decision on the final drilling sites and targets. GoR intends to invite experienced geothermal experts as Individual Consultants for a review meeting in February 2012.

1. THE ASSIGNMENT

The workshop will be attended by invited and interested investors, representatives of funding agencies, renowned geothermal exploration and development institutions, board of consultants and invited experts.
The workshop will review all available data to ascertain its quality and quantity, verify the interpreted models and suggest alternative interpretations, determine the viability of the geothermal resource, establish a preliminary conceptual model of the geothermal system, if a viable geothermal resource exists, locate exploration drilling sites, rank the geothermal sites, determine the most sustainable and cost effective development plan for the geothermal resources, determine alternative uses of geothermal energy

2. LOCATION AND DERIVABLE TIME-FRAME

The assignment is expected to initially be undertaken in not more than 4 working days. The successful individual consultants will sign a contract for a period of 4 working days.

The Individual Consultants shall be based in Kigali for most of the duration of the assignment. The consultant shall report to the EWSA Energy Development Director or his designated representative.

3. KEY QUALIFICATIONS/EXPERIENCE/COMPETENCIES/ KNOWLEDGE
i) Shall have practical experience of not less than 5 years in geothermal development with specific experience in geothermal development including planning and drilling activities;
ii) A professional degree in the subject of his expertise from a recognized University;
iii) Fluent in both written and spoken English;

iv) Have had professional experience in a broad variety of geographic settings and countries, including developing proven consulting in geothermal development in countries in high temperature geothermal fields;
v) Be recognized as an expert in his field through such things as publications, memberships in appropriate professional societies, or honors and awards received for works;
vi) Having participated in previously organized workshop in February 2010, the will be an added advantage.
